Salisbury — Voter turnout is up to 12.2 percent after one of the busiest voting times has passed.

The Wicomico County Board of Elections reports 154 voters at St. James AME Zion Church in District 1, 596 at Wicomico Presbyterian in District 2 and 794 at Harvest Baptist in District 2.

The 3 p.m. count was the final tally of the day before polling places close at 7 p.m. Polls typically see an influx of voters from 5 to 7 p.m., when many city residents get off work. Voter turnout may still beat the markedly low 17.9 percent turnout in the last mayoral election.

Salisbury — By 10 a.m., 486 voters had cast a ballot in the city, about 3.8 percent of the eligible voter population.

Residents filing in and out of Harvest Baptist Church in District 2 at about 1 p.m. said they came out to seek change and to exercise their voting "privilege."

"Voting is a privilege," said Jane Whitmore, who declined to reveal who she voted for, but agreed with her husband Chuck that people who don't vote shouldn't complain about the services the city offers.

Of the few voters polled, many had cast a ballot for former councilman Jim Ireton and incumbent Councilwoman Debbie Campbell.

"I voted for Jim Ireton and Debbie Campbell because I thought Gary Comegys was running a sleazy campaign and Debbie Campbell sticks up for (residents)," said Virginia Hussey.

For Those Of You Who Are Wondering Where Jim Ireton Is Today


He's at work Teaching students. You know what Folks, I have to tip my hat to this guy. The Students are that important to this man, he wasn't going to let them down today. His Team of Volunteers are so well coordinated around the City he was able to put in his regular day and fulfill his commitment to them and I don't care what you say, that's pretty cool. Jim will be at the Polls in about 20 minutes, just as soon as School lets out. I just can't wait till 7:00 PM to learn Jim has won this thing doing it the honorable way, honesty. GO JIM!

Mayor Tilghman Is So Desperate, She's Bussing People In Herself To Vote

The word on the street is that Mayor Tilghman herself is picking up people in District 1 and driving them to St James, along with other Comegys people. They're so desperate to win this thing, perhaps the Mayor is afraid of exposure if Ireton wins?

Come on now people, you need to get out there and vote, seriously. They could pull this off if you don't get out there. If you know someone who lives in the City, CALL THEM and make sure they voted. Remember, these elections are sometimes won in Salisbury by as little as THREE votes.

Rejecting Comments

Ladies & Gentlemen, the Tilghman/Comegys/Boda Camp must be furious right now. I am rejecting some of the nastiest comments I have ever received on this Blog and they're coming in like there's no tomorrow. Most of them are on the Campaign Posts but some have actually gone onto the Hero Post as well. It seems these people can already feel the loss. GOOD! Things will finally get straightened out around this fine city and all too many of us have worked years at exposing all of their wrong doings, not weeks on a campaign trail with fake smiles and acting like you really stand for something, right Gary Comegys?

It's all in a days work around here at Salisbury News. Hey Fat Man, why don't you ask old Chiefy what's taking him so long with that paperwork? You don't think some people got COLD FEET, do you?

Because of the colder than normal temperatures forecasted in our region, between the hours of 7 A.M. and 9 A.M. tomorrow morning, April 8 we are asking you to delay the usage of all unnecessary lights or appliances during these hours as well as turning your thermostat down 3 degrees.



While the largest consumers of electricity in the home during these hours and during this time of year are heating costs and lighting, other large consumers of electricity include major appliances such as dishwashers, washing machines, clothes dryers, hot water heaters and stoves.


By delaying the use of unnecessary lighting and appliances as well as reducing your thermostat 3 degrees between 7 A.M. and 9 A.M. tomorrow morning, April 8, we can save energy resources, avoid high cost energy and help the environment.

Wicomico County Sheriff’s Deputy (D.F.C. Ross) Is A Hero


On April 7, 2009 at approximately 7:20 a.m. a Wicomico County Sheriff’s Deputy (D.F.C. Ross) observed smoke emanating from the roof of a residence on Chippewa Boulevard.

D.F.C. Ross exited her patrol vehicle and was immediately met by a female in the yard of the residence. The witness said an elderly subject was trapped inside the house in a rear bedroom. D.F.C. Ross radioed WCSO dispatch and requested EMS, Fire/Rescue to respond.

D.F.C. Ross was unable to make entry into the residence due to the location of the fire. Ross went to the rear of the residence and located the victim trapped inside the bedroom. D.F.C. Ross was able to make contact with the elderly subject (74 y.o.a.,Christine Long). Ross instructed Christine Long to get low to the floor and to keep calm.Dfc Ross broke out a window and attempted to extricate the victim. The house continued to fill with smoke which was now billowing out of the residence in the area where Christine Long was trapped. Upon EMS arrival D.F.C. Ross directed them to the rear of the residence where Fire Personnel made contact with Christine Long and extracted her from the residence. The elderly female was treated and transported to PRMC.

D.F.C. Ross was taken to PRMC for treatment from smoke exposure. D.F.C. Ross was treated and released. D.F.C. Ross’s actions contributed to saving the life of Christine Long.

Contrary to what some critics espouse, those of us at Salisbury News thought long and hard about who should be Salisbury's next mayor.  While several of us know and like Jim Ireton personally the choice was not always clear.  In fact, a final decision was not made until recently.

Salisbury councilman Gary Comegys has much to offer.  He brings six years of experience to the table.  Contrary to the "Bubba" moniker, the man is anything but stupid.  He has superb political instincts and has shown leadership ability; simply look back at how he persuaded councilwoman Louise Smith to break every promise she made in her campaign and how he has been able to quietly serve as Mayor Barrie Tilghman's true regent over a rubber stamp council.  Unfortunately, these same traits also indicate his unfitness to serve as Salisbury's mayor.

Jim Ireton has run an excellent grassroots campaign as evidenced by his 13 point trouncing of Gary Comegys in the primary.  Had it not been for former councilman Bob Caldwell's broken ankle, Comegys would not have even survived the primary.

Jim Ireton has been a strong, passionate advocate for most of the right issues.  While we believe that economic development rather than the Wicomico River should have been a top issue, neither candidate adequately addressed our number two concern after the city's abysmal crime rate.  Neither candidate has been strong on the issue of taxes.  However, Ireton actually voted for a tax cut during his stint on council.  Comegys' record has now given Salisbury taxpayers a higher city tax rate than they pay to Wicomico County.

Ireton understands the need for an INDEPENDENT legislative branch of city government.  Comegys has been Tilghman's leading rubber stamp.  Given his view of city council, we could expect a Mayor Comegys to quickly revert to the Tilghman modus operandi of demanding unthinking fealty to the executive's policies or resorting to the attacks and bullying we have all come to know and NOT love over the last ten years.

Ireton understands that having police working in neighborhoods, rather than merely tooling around town, will help to alleviate a crime rate that is among the worst 10 of US cities with populations of 25,000 - 50,000.  Ireton, along with incumbent councilwoman Debbie Campbell and then candidate (now councilwoman) Terry Cohen, was a driving force behind getting police officers a needed pay raise and bringing the city's force to full strength.  Until these people forced this issue before the public, Tilghman and Comegys only offered platitudes and excuses.  Now Comegys claims credit for the pay raise, and blames an unnecessary tax increase on the need to fund public safety.

While we certainly don't agree with Ireton on every issue, it is clear that he offers some of the change that is clearly needed in Salisbury.  Recently, this has been made doubly clear by the efforts of Comegys, through a group of supporters, to smear Ireton's personal life, interfere with his current employer (the Wicomico Board of Education), and even level personal smears at some prominent Ireton supporters.  While the Tilghman Times has claimed to the contrary, this has been done both openly AND through anonymous mailings, emails, blogs and phone calls.

Comegys supporter Don Cathcart claimed in a recent letter to the editor that Ireton should be judged by his supporters.  If Mr. Cathcart is honest in his statements, recent actions by key Comegys allies lead to the conclusion that Gary Comegys is not only unfit to be Salisbury's next mayor, but is unfit to continue service on the city council.

Jim Ireton should be given the chance to enact the plan he has set before the voters.  IF he slides or fails to show leadership in office we will not hesitate to bring this to the public's attention.  However, Jim Ireton (along with councilwoman Debbie Campbell and council candidate Cynthia Polk) represent the hope and change needed for Salisbury to move forward in a positive way.

This is a photo of a dog that was hit by a car last night on Jersey Rd. We took the dog to Pets ER and he has a broken femur and a broken pelvis. We are keeping him as comfortable as we can but owner must contact us before the end of the day. I am hoping someone will see him on your blog and recognize him. He is unneutered and was running with another dog. He was hit last night about 10:00. Thanks for you help with this.

Heated 2006 Election Brings In A Total Of 221 Votes, 2009 Brings In?

The following Post I took from the Pocomoke Tattler owned and operated by Billy & Stephanie Burke. Stephanie is running for City Council and I found the following story more than just fascinating, it's unbelievable!

Everyone who has been reading this blog have heard about the misuse of the Absentee Ballot system hear in Pocomoke City.

Well guess what? Monday evening the Political Machine has broken all previous records!

At 5pm the P.O. Box was opened at the Post Office to officially count the absentee ballots. I have personally attended 4 of these events. Here’s how it works…

The City Clerk is brought to the Post Office by a Pocomoke Police Officer, the Pocomoke Board of Elections Supervisor is handed an envelope containing the key to P.O. Box 223 and the Supervisor opens the box, removes the sealed ballot envelopes and takes them to the table where they read aloud the #’s on the outside of each of the envelopes.

Tonight two other members of the Board of Elections were present to assist, as were both candidates; which is customary.

However, what was unusual was that after the Supervisor opened P.O. Box 29 and took out the handful of envelopes, the City Clerk directed the Supervisor to a ‘Bulk’ mail box on the other side of the Post Office, and was given a key to that as well. The Supervisor opened this box and it was STUFFED FULL of envelopes!

This is unprecedented! The Clerk and Ms. Cottman and her husband were quite smug, the Board of Elections folks were a more than a little surprised.

Not once in the four occasions that I have attended a P.O. Box opening has there ever, ever been a need to use a Bulk Box, and never, ever has there been more envelopes than could fit into a regular P.O. Box!

After all of the envelope numbers were read aloud, the envelopes were placed into three large manila envelopes and taken by Lt. Brumley and are supposed to be placed into the safe at City Hall.

Yet, once the ballots leave the post office the candidates, election officials and the public must trust that the ballots are placed in the safe, and trust that no one will tamper with them. At that point they are in the Fox’s Den, and no one knows what happens.

This year I would venture to say that they will be just fine.

As in the end the Grand Total of all of the Absentee Ballots is… 285!!!

Please keep in mind that there are only 550 registered voters in this District!

Now, I hope that you understand why I have filed a protest to this election. Our system is broken and it must be fixed!

If it is not fixed then we as citizens will never know if we really have a voice in our vote!

I believe that the intent of the Absentee Ballot is to be used for those who are serving in our military, serving on jury duty, those who are scheduled to be out of town, or those who are bedridden.

Yet 285 in District 4 cannot make it to the polls tomorrow, the reason is that the President of the NAACP who has helped Ms Cottman on her campaign and also helped Mayor McDermott on his campaign taught me that the way you win a campaign is by ‘banking’ the absentee ballots. Mr. Lee the local President of the NAACP teaches the candidates and their campaign workers to encourage people to vote using the absentee ballot.

This would certainly explain why Ms. Cottman felt no need to attend a candidate forum to promote herself.

It is imperative that each and every one of you in District 4 get to the polls tomorrow. Our voices must be heard!

Many of these absentee’s will be challenged, that is why even as bad as the situation looks every voter needs to get to the library and cast their vote.

If you or someone you know was approached by a candidate or their campaign and they asked you for your absentee ballot and told you that they would mail it for you, then they commited a crime. If this happened please report this to the Worcester County States Attorney’s office as soon as possible.

This is obscene and we must stand up for what is right!

WILMINGTON, Del. (AP)- Delaware's U.S. Marshal has organized a safe surrender program in hopes of bringing in more than 120,000 state residents who are wanted.
Marshal David Thomas says the charges most people face are minor, ranging from failure to pay parking tickets or missing a court date.

Any wanted person without a violent background or charges who accepts responsibility for their crime can go to New Destiny Fellowship Church on East 16th Street in Wilmington from April 29 and May 2 and go home with a clean record.

Authorities and community leaders are cooperating to help people get a new start in life while helping police clear backlogs. U.S. Marshals have organized 11 other programs in Washington D.C., Philadelphia and Camden, N.J.

IRS Audit

At the end of the tax year the IRS office sent an inspector to audit the books of a Synagogue.

While he was checking the books he turned to the Rabbi and said, "I notice you buy a lot of candles. What do you do with the candle drippings?"

"Good question," noted the Rabbi. "We save them up and send them back to the candle makers, and every now and then they send us a free box of candles.."

"Oh," replied the auditor, somewhat disappointed that his unusual question had a practical answer. But on he went, in his obnoxious way: "What about all these bread wafer purchases? What do you do with the crumbs?"

"Ah, yes," replied the Rabbi, realizing that the inspector was trying to trap him with an unanswerable question.

"We collect them and send them back to the manufacturer, and every now and then they send us a free box of bread-wafers."

"I see," replied the auditor, thinking hard about how he could fluster the know-it-all Rabbi. "Well, Rabbi," he went on, "what do you do with all the leftover foreskins from the circumcisions you perform?"

"Here, too, we do not waste," answered the Rabbi.. "What we do is save all the foreskins and send them to the IRS office, and about once a year they send us a complete dick."

Last month Bob Smith Automotive Group - a GM dealer - located in Easton, Maryland closed and now Shaeffer & Strominger of Cambridge, Maryland has scheduled to close. Their service department is scheduled to close April 30, 2009 followed-up by their sales department on May 2, 2009.

A lagging economy and sagging sales have significantly contributed to not only a decline of the Big Three but now the trickle-down effect is branching out to all sectors.

Salisbury Council District 2 - Debbie Campbell


What do Salisbury citizens desire in their city government?
  • Low Taxes?
  • Fiscal Responsibility?
  • Adequate and Reliable City Services?
  • A Safe Environment for Themselves and Their Families
If you are in this camp, and live in Salisbury's District 2, then the choice is clear - Debbie Campbell should be re-elected to another term for city council.

While you may not agree with Campbell on every issue, her consistent and honest approach to city government is what every city needs. Unlike the majority of her colleagues (and seemingly, her opponent - Muir Boda) Campbell believes that the legislative branch of government should be independent of the executive. For the last four years Campbell has stood fast while tons of abuse has been heaped upon her by both the Tilghman Times and her colleagues.

Why? When a majority of her fellow council members have voted to allow a double digit tax increase without even reading the budget first, Campbell stood fast for the city's businesses and residents. When the majority of her fellow council members voted to increase water and sewer rates based on false information, fought and won an uphill struggle for her constituents. When Campbell dares to ask questions before committing city taxpayers to a mountain of debt, she is attacked by the Mayor, her colleagues, and their Gannett-owned house organ.

What has been the response of her opponent, Mr. Boda? He has criticized Campbell for standing against unnecessary tax increases, higher sewer and water rates, and unnecessary spending. While Boda has refused to admit that he supports these policies, we can only infer from his own words that Boda believes his fellow citizens are under-taxed and over-served.

While Campbell has led the charge in making Salisbury's unacceptably high crime rate a prominent public issue, the Mayor, council majority, and now her opponent, have attempted to sweep it under the rug with misleading statistics and a bizarre argument that talking about crime is "being negative about our city". Campbell has endured abuse because of her strong sense of public service and the belief (a given fact everywhere else) that you cannot solve a problem without first talking about it and bringing it to the attention of the public.

The choice of District 2 voters is clear. If you beleive that you don't pay enough taxes, that the city spends your money wisely, that city services are efficient and adequate, and that you live in a safe city you should definitely vote for Muir Boda.

IF, HOWEVER, you believe that the city taxes you too much, that Barrie Tilghman and her rubber stamp council has not spent your money wisely, that city services are inefficient and too expensive, and that problems like crime can be solved with the proper leadership your choice is clear - Debbie Campbell should be re-elected to city council.

Salisbury Council District 1 - Cynthia Polk

Incumbent Salisbury councilwoman Shanie Shields, by all accounts, is a nice person.  That and a buck might get District 1 residents a cup of coffee at McDonald's - Shields favorite morning hangout.  We think that the people of District 1 deserve better.  The clear choice is Cynthia Polk.

Now infamous comments such as, "I ain't never seen no wasteful government spending" and her numerous, embarrassing statements on crime and the police show Shields to be uniquely unqualified to hold ANY public office.  The scandalously low voter turnout and Shields marginal victory in the primary speaks to the apathy and despair Salisbury's District 1 residents.

Bought and paid for by some of Salisbury's most notorious slumlords four years ago, Shields has been a reliable rubber stamp for the Barrie Tilghman / Gary Comegys / SAPOA camp.  She has repeatedly sold out her own constituents under orders from her apparent masters.  Shields has been a steadfast proponent of the North Prong redevelopment, which will have the long-term effect of forcibly moving poor minority residents.  She helped to secure a multi-million dollar developer reimbursement for Sassafras Meadows AFTER the developer reneged on a pledge to build affordable senior housing on the site.

District 1 voters have an opportunity for real representation by electing Cynthia Polk.  While it is true that Polk is not a polished speaker and does not have a public record, time will certainly cure those two deficiencies.  What Polk does offer is an obvious passion that will deliver representation to District 1 voters rather than representation for those who continue to oppress the people who actually do the working, living, and dying in District 1.

Polk's potential as a councilwoman is made clear by asking one simple question - Why would the city's most notorious slumlords spend untold thousands of dollars to defeat her if her priorities were not for the PEOPLE of the city rather than those who wish to keep them bound in the chains of crime, poverty and blight?


Salisbury Police Department Press Releases

On April 3, 2009 at approximately 5:25 am, Officers of the Salisbury Police Department were on routine patrol in the area of N. Pinehurst Avenue and observed an open garage at a residence. In close proximity to the residence, the officers observed the below listed suspect in possession of property that appeared to have been taken from the garage. The officers made contact with the owner and verified that the property in possession of the suspect had been taken from the garage.

ARRESTED: Julius Zorro Parsons, 50 years of age Salisbury, Maryland

Fourth degree burglary
Theft (over $ 500)

On April 3, 2009 at approximately 8:00 pm, Officers of the Salisbury Police arrested the below listed suspect on an outstanding warrant for a theft that occurred on March 6, 2009. An investigation revealed that on that date the suspect was involved in the theft of a welding machine from a business on Columbia Road, in Salisbury.

ARRESTED: Nicholas Leonnard Lodowski, 21 years of age Salisbury, Maryland

CHARGES: Theft (over $ 500)

On March 4, 2009 at approximately 10:43 am, Officers of the Salisbury Police received a call to respond to the Food Lion Store on Nanticoke Road for the report of two (2) shoplifters that had fled from the area in a vehicle. The officers located and stopped the vehicle which was occupied by the below listed suspects. Employees of the Food Lion positively identified the suspects and advised that both had been seen by employees taking food from the store without making payment. A large amount of the food was recovered from the suspects and the vehicle.

On April 5, 2009 at approximately 1:41 am, Officers of the Salisbury Police Department were on routine patrol and stopped a vehicle operated by the below listed suspect on Baker St. for traffic violations.

While meeting with the operator, the officer observed a smoking device on the front seat. The smoking device was checked and was found to contain suspected cocaine residue.

On April 5, 2009 at approximately 11:20 am, Officers of the Salisbury Police received a call to respond to a residence on Parsons Road for the report of a domestic assault. Upon arrival, the officers met with the below listed suspects who advised that as the result of a domestic type argument, both suspects had assaulted each other. Both suspects were taken into custody and as a result of a search, incident to arrest, suspect # 1 was found to be in possession of suspected cocaine.

On April 5, 2009 at approximately 5:59 pm, Officers of the Salisbury Police received a call to respond to the Boscov’s Department Store at the Centre at Salisbury for the report of a shoplifter. Upon arrival, the officers were advised that store personnel had observed the below listed suspect taken clothing from the store without making payment. The suspect was stopped and the clothing was recovered.

On April 5, 2009 at approximately 6:52 am, Officers of the Salisbury Police received a call to respond to a residence on Canvasback Court for the report of a domestic assault. Upon arrival the officers met with the female victim who advised that as the result of a domestic type argument, she had been assaulted by the below listed suspect.

On April 6, 2009 at approximately 1:32 am, Officers of the Salisbury Police received a call to respond to a residence on West Road for the report of a domestic assault. Upon arrival the officers met with the male victim who advised that as the result of a verbal argument, the below listed suspect had assaulted him.

The exhibit includes six women, one man, and six children illustrating the ultimate horror and tragedy of domestic violence. Victims’ Rights Week to be Observed in Delaware

A Proclamation Signing with the Honorable Matt Denn, Lt. Governor of Delaware, on Monday April 13th at 10:30 a.m. in the Governor’s Wilmington Office, 12th floor, Carvel State Building, 820 N. French Street declaring the week of April 12th through April 18th Victims’ Rights Week. Followed by an award ceremony, to recognize individuals, agencies and volunteers, who have performed outstanding work in the victims’ rights movement.

18th Annual Crime Victims’ Tribute to be held Wednesday, April 15th at 6:00 p.m. at Delaware Technical and Community College, Corporate Training Center, Terry Campus, Dover, Delaware. The tribute will honor the lives forever changed by crime.

Featured Guest Speaker: Donna Palomba, sexual assault survivor and founder of Jane Doe No More, Inc., will share her story of how she was raped in her home by a masked intruder in 1993 and subsequently mistreated by the investigating police department. For 14 years she was known only as “Jane Doe” in police and media reports. In April 2007, Donna came forward in public for the first time to tell her story and launch the Jane Doe No More initiative “to dispel myths and break stigmas associated with sexual assault.”

A Memorial Wall will display letters, poems, and artwork submitted by victims and survivors of crime, as well as the Silent Witness Project, a T-Shirt Tribute, Project Illumination- Healing the Wounded Heart, Walk in My Shoes, Wreath of Hope, the Bullying Quilt, A View Through My Window will all be on display. The Wesley College Chamber Choir will perform. Resource tables with information of the many services available for crime victims and survivors will also be available.

That Slumlord Cash Just Keeps Coming for Comegys, Boda, and Shields


While the legal, over-the-table cash from Salisbury's major and minor slumlords continues to be heaped upon the head of the Barrie Comegys ticket – Gary Comegys, it's the illegal, under-the-table money that I find most interesting. Billing themselves as “a group of concerned rental owners”, a group of anonymous slumlords has spent thousands of dollars on a mailing to benefit the candidacies of their chosen ticket – Gary Comegys, Muir Boda, and Shanie Shields.

Little more than baseless lies, this mailing appeals to fear:

If you don't vote for Comegys, Boda, and Shields we're going to raise your rent!

What’s sad, is that this appeal defies all reason. Gary Comegys and Shanie Shields voted for a double-digit property tax increase less than two years ago. This seems fine with Salisbury’s slumlords. No, they are concerned about an increase in the landlord registration fee?
Why? The reason is a simple one. Slumlords are frightened that they may actually have to obey the law if Comegys, Boda, and Shields lose. This could actually cost them far more than the property tax increases sure to come under a Comegys administration with a rubber stamp council composed of Muir Boda, Shanie Shields and Louise Smith.
So what if a few folks die because rentals don’t meet the fire code? There will always be more people to pack into rentals. Who cares if slumlords take single family residences and illegally convert them into de facto boarding houses? The demise of our city’s older neighborhoods just means that slumlords get their properties at a cheaper price.
C’mon, they wouldn’t just make this stuff up. Would they?
Let’s see. Jim Ireton has stated emphatically that he isn’t interested in raising landlord licensing fees. Cynthia Polk hasn’t spoken out on the issue. Contrary to the claims put forth by these “concerned rental owners”, Debbie Campbell has never advocated a “per bedroom tax”. All three have stated that they weren’t interested in revisiting the “4-2” fiasco.
What are these claims based on? Two things. First, the authors are scurrilous liars who care no more for the truth than the price of bread. Second, back in 2006 Mrs. Campbell distributed a letter to the other council members which stated that taxpayers should not subsidize developers or landlords.
Imagine that! Debbie Campbell spoke out AGAINT TAXPAYER MONEY SUBSIDIZING DEVELOPERS AND SLUMLORDS. She opposed it prior to her election to council, she has consistently done so while on council, and I’m willing to bet that she’ll be speaking out against these subsidies AFTER she leaves council.
You know, that’s just what we don’t need – elected officials who are consistent in their approach to public policy and don’t hesitate to make a decision or take a stand. We need people like Muir Boda, who talks about the need for civility while comparing his opponent to Saddam Hussein. We need people like Shanie Shields who “ain’t never seen no wasteful government spending.” We need people like Gary Comegys who vote to raise water and sewer rates and then reverses himself when the public finds out (thanks to Debbie Campbell) that Comegys’ justification for the increase was based on a total lie (or was it gross incompetence?).
Gee, maybe those “concerned rental owners” are right.

Muir Boda - Louise Smith with a Beard?

As Tuesday's Salisbury municipal election approaches, certain things are becoming clear and more questions are being raised. Mayoral candidate Gary Comegys and his supporters are showing their desperation by disseminating the most vile and hateful trash about Jim Ireton; that is clear. The city's slumlords are throwing thousands, if not tens of thousands of dollars to illegally benefit the Barrie Comegys ticket of Gary Comegys, Muir Boda, and Shanie Shields. District 2 council candidate Muir Boda continues to make statements which raise multiple questions. However, they can all be summarized by this - Would Muir Boda simply be a younger, more masculine version of Louise Smith if elected to council?

Remember back two years ago. Louise Smith ran for office promising to bring some financial sanity and accountability to Salisbury government. We were told that Louise Smith would ensure that the city's audits would be done on time and that city contractors would be held accountable.

What did Salisbury citizens receive? Over $10 million of taxpayers money was improperly accounted for. The city has yet to deliver an audit on time. Hundreds of thousands, if not millions, of dollars have been thrown at contractors for change orders for the WWTP and we now know that it doesn't work. Smith's first two concerns as a council member were to cut a deal with Gary Comegys in order to be council president and to vote for a charter change enabling a 17% tax increase.

Much to my shame, I actively supported Smith's candidacy. While I like Boda personally, I'm not willing to make the same mistake twice. I'm a huge believer in the old adage:

Fool me once, shame on you. Fool me twice, shame on me.


Back to now. Muir Boda has run on a platform that claims he will bring "civility" back to the city council. He and his supporters claim that he will bring his "extensive knowledge and leadership" to city government. He claims that he will be a good fiscal steward of the taxpayers money. Is there any basis for these claims?


CIVILITY?

Boda claims that he would reach out to other members of council and form coalitiions. This sounds marvelous in theory. However, if you look at what actually happens on the Salisbury city council one thing is clear - the only way to actually accomplish this wonderful ideal is to act as a rubber stamp for the executive. Legislation is rammed through without vetting in a work session. Often it lands in the lap of council hours, or even minutes, before the start of meeting.

Therefore, if you take Boda at his word he is sitting on the horns of a dilemma. Either you rubber stamp the will of the executive or you demand adequate information. However, Boda implies that it is these demands for adequate information and refusals to appropriate taxpayers' money on the word of the mayor are not civil.

I am confident that Mr. Boda will claim that this is false. However, the record indicates otherwise. He would be hard pressed to find one instance of his opponent, Councilwoman Debbie Campbell, acting in any manner which meets the normal definitions of rude or uncivil behavior.

Boda's definitiion of incivility appears to be any policy disagreement with the executive. As such, we can only conclude that a councilman Boda would simply serve as a rubber stamp for the city's mayor, albeit a polite rubber stamp with a smile on his face.

In addition, Boda has a propensity for trying to have his cake and eat it too on this issue. While not using Campbell's name, he compared her (and others, like myself) to Saddam Hussein because Campbell believes that any entity (such as PAC-14) which receives large amounts of the taxpayers' money should be accountable to the taxpayer. He denies this through his unofficial spokesperson Jonathan Taylor but anyone who paid attention to Boda's interview with Phil Tilghman knows that this is accurate. Additionally, and more gravely, Boda allowed himself to become affiliated with the unofficial blog of the Barrie Comegys ticket - initially as an open contributor. This publication has committed every offense imaginable from publishing a picture of Joe Albero in blackface to gay bashing to simply posting lies (which are too numerous to post here).

Boda will undoubtedly argue that he can't be held responsible the actions of others. I would usually agree. However, his opponent has never written on Delmarva Dealings or Salisbury News. While I can only take responsibility for what I write, neither I nor Joe Albero have ever been guilty of the outrageous and scurrilous hate and fear mongering proffered by Boda's unofficial campaign blog. ... and I readily admit that Albero, and even I, have been outrageous in the past.


KNOWLEDGE and LEADERSHIP?

I am somewhat reluctant to tackle this subject at the risk of being accused of being mean. However, since Boda has made this a cornerstone of his campaign it does need to be examined.

Knowledge

Typical of several letters of support for Boda is this one from former county councilman Marvin Long. We needn't discuss Long's performance on county council to evaluate whether or not he is a good judge of Boda's qualifications.

As someone who never attended a city council meeting or work session prior to his candidacy, how can we seriously believe that Boda offers in depth knowledge of the workings of Salisbury government? If you get past the platitudes and actually listen to the few times which Boda has made substative comments, you quickly realize that his "extensive knowledge" of city government consists of a weekend course at the Barrie Comegys School of Municipal Governance along with reading the abridge edition of Bubbanomics.

Boda claims that county and city monies derived from the franchise fee are "not the taxpayers' money". If we agree with this argument we must also agree with the equally bizarre propositions that renters do not deserve city services because they do not DIRECTLY pay property taxes; or that monies collected from the lodging tax really belong to the people who stay in hotel room and do not belong to the county's taxpayers.

Boda has argued repeatedly that the now infamous 4-2 (4-3?) ordinance caused rental properties to be spread throughout the city. The claim is that enforcement of this ordinance caused an increased demand for the number of rental units. This argument may found in chapter 6 of Bubbanomics.

There are only a few problems with this specious argument. For starters, all of the existing rental properties were grandfathered. Therefore, no additional demand could possibly come due to this law. Perhaps Mr. Boda meant to argue that what the city really needed was MORE illegal conversions. Given that his friend Barrie Tilghman never allowed the law to be enforced to begin with, that argument doesn't hold. There have been ample illegal conversions since the passage of 4-2 and it's amendment to 4-3.

I honestly don't wish to ridicule Mr. Boda. He seems like a fine young man. He is no doubt bright. However, Muir needs to understand a basic concept - there is a distinct difference between intelligence and knowledge. You can be the most intelligent guy in the world, yet not possess knowledge of a particular subject because of lack of experience, training, or education. Unlike Boda's unofficial spokesperson Jonathan Taylor, who is void of both intelligence and knowledge, Muir needs to take the time to learn a little before he should claim to posses the answers to the city's problems. Barring that, he merely provides more evidence to my argument that Boda would be a simple rubber stamp for a Comegys administration (or lackey of an incumbent councilman Comegys).

Leadership

I know that Boda is a youth group leader at his his church. Unfortunately, that is not the kind of leadership needed in city government.

Leadership is not only the ability to work with others. It is also the willingness to stand firm despite the will of the majority - when you know that you are right. It would be unfair to say that this is where Boda falls short. We simply don't know. He has no public record. However, this appears to be another case of wanting to have your cake and eat it too.

Boda criticizes Mrs. Campbell for "120 NO votes". Let's put that in context. Almost everyone of those votes falls into one of three categories:
  • A vote against raising taxes, rates or fees.
  • A vote against wasteful government spending.
  • A vote against a particular bill because the administration refused to provide adequate time and / or information to make an informed judgment.
Is Boda in favor of those tax, rate and fee increases? If so, that's fine. He should make his case. However, if he wasn't and is merely criticizing a "NO" vote that shows a lack of leadership ability as well as a few other possible character flaws.

One of the cornerstones of Boda's campaign is the claim that he will be a good fiscal steward. If this is the case, then why is he criticizing Campbell's votes against wasteful government spending? Again, there seem to be a few flaws here, but Muir certainly isn't showing "leadership" by any normal or normative definition.

Does Boda believe that appropriating money without adequate information is a good idea? If he does, then he fails on the third leg of his campaign stool - fiscal stewardship. If he doesn't, then why is he criticizing Campbell?

The answer to these three questions is apparant. It's not that Muir Boda is a bad guy. This is just what he was taught at the Barrie Comegys School of Municipal Governance and he simply doesn't know better.

However, there is one thing that is obvious. IF Boda currently possesed the type of leadership ability necessary to be an effective legislator he would not have fallen into this trap.

Another point on a slightly more personal note. As we have witnessed during this campaign, Boda's supporters and his dear pal Jonathan Taylor have engaged in some pretty horrendous behavior. We have heard everything from accusations of Jim Ireton's moral unfitness to be mayor to implications that Boda's opponent had engaged in an immoral behavior.

I would be wrong to question the sincerity of Muir's beliefs as a Christian. Therefore, I can only question his fitness as a leader if he permits friends, advisors and supporters to engage in seriously questionable behavior without some form of rebuke or denouncement. This has obviously not occured because the behavior has not only continued, it has worsened as we approach Tuesday. Yet, Muir continues to be the beneficiary of illegal campaign expenditures, he continues to take support from people engaging in a panoply of lies and character assasination and continues to accept the "help" and support of an individual who has shown himself to be a moral bankrupt.

Is this leadership?


A GOOD FISCAL STEWARD?


We have pretty much covered this in parts I and II. However, to recap:

Boda, like Louise Smith before him, has no public record. We can only take him at his word. Therein lies the problem.

No, I am not accusing Boda of being a liar. There is no evidence of that. What I am stating is that there is too much evidence that Boda would be a Comegys tool on council whether Comegys is elected mayor or not. Comegys' fiscal record is well known and not something to be proud of. In addition, we have Boda's criticism of Campbells votes againt a property tax increase, against water and sewer rate hikes and against myriad examples of wasteful and ineffective spending by the Barrie Comegys team.

While I have no doubt that Muir Boda INTENDS to be a good and faithful steward if elected, the road to hell is paved with good intentions. Without an adequate knowledge base, without the leadership qualities required to stand firm against the wrong current, can we expect Muir Boda to succeed as an effective city councilman?

After Tuesday's Election, Will Slumlords Still Control Salisbury?

Six years ago, a flyer asking the question:
After Tuesday's Election, Will Landlords Control Salisbury?
was distributed in certain neighborhoods of Salisbury. This year the question is not will they, but will they CONTINUE to control Salisbury.

Throwing bags of cash to benefit their chosen candidates:
  • Gary Comegys
  • Muir Boda
  • Shanie Shields
the most notorious of Salisbury's slumlords are in a desperate fight to maintain the status quo. Contrary to the lies put forward by these people, the fight is not over landlord licensing fees, it isn't over how many poor people can be crammed into a three bedroom house. These people don't even care if a Mayor Comegys and a Boda, Shields, Louise Smith council raises their taxes. No, the fight is over code compliance.

These individuals don't want to risk a city government that actually enforces the law. Why else would these individuals spend thousands, tens of thousands, of dollars to defeat candidates who have called for something so basic as safe, affordable housing? For the very same reason they have consistently fought every affordable housing proposal. What few projects that have been constructed only came about because opposition by their council lapdogs was politically untenable.

Today, you have a choice. It doesn't matter whether you rent or own your home. Do you want safe, affordable housing for you and / or your friends and neighbors? Do you want something done about Salisbury's frightening crime rate? Do you want a city government that serves you, rather a small group of special interests? Do you want a city that is business friendly and attracts jobs rather than runs employers out of town?

If you do, the choice is clear. Vote for:

  • Jim Ireton
  • Debbie Campbell
  • Cynthia Polk
If you think unsafe streets are OK. If you enjoy living in a city run by lies, hate and fear, then vote for Comegys, Boda and Shields. However, VOTE! Sitting THIS election out is the same as voting for the Barrie Comegys ticket.
