same thing happened to me in PG county. wonder what they both have in common.
Look up who makes & sells that soap, and you've found your perp!
When I'm the one watching, I always make sure the perp sees me taking a picture of them and their car with my cell phone. with my cell phone. That note is a common ruse.

I got a dash cam from Wal Mart for $40 and its works great recording while I'm away from my vehicle. The worst and most inconsiderate drivers are in Salisbury, MD.
More likely someone bought the soap than a soap maker
